The Government of Andhra Pradesh has been given priority on education development in the state, in this context; practicing innovative practices to promote education by facilitating all facilities at the school for the children benefit. The innovative and best practices are given in detailed as follows:
The programme has launched and implemented from January 2016. The aim of the programme is to monitor the school began with Assembly prayer and end of the day. The inspecting officer shall stay in the school from morning to night and participate in the School Assembly, monitor class room teaching, participate in the Mid-Day Meal, and after School hours shall interact with School management committee, teacher and parents to discuss development activates. And also conduct cultural / Games activities. Tablets are provided to all the MEOs/Dy.EOs to enable them to upload the Visit/ Inspection report along with photo graphs on MDM & other infrastructure on the same day.
The state is encouraging women to engage in MDM cooking. In rural areas DWCRA/Self Help Groups/SECs/Other agencies like temples identified by the MROs in Rural Areas. In Urban areas Community Development Societies identified by a Committee headed by the MROs.
Coverage of IX to X children under MDM programme by the State Government (100% state share)
Providing of Rs. 1/- as additional cooking cost per day per child by the State Government for I to X classes. (about 87.50 crores per year) for providing eggs twice a week the children who do not eat egg, banana is provided.
To ensure quality and quantity of Rice supplied to MDM a pilot project is launched in three Mandals i.e., one mandal in each District of Vizianagaram, Prakasam & Anantapur. This will increase the involvement of Village Organisation with women Self Help Groups for checking the quantity/Quality and transportation of rice from APSCSC Ltd. The HM of the School receives the food grains from the Village Organizations. This ensures the accurate quantity of rice to the School point. For these purpose a training was conducted to the Member of Village Organisations / MEOs during Oct,2015.
To mitigate the increase in price of Dhal and oil and ensure quality and timely supply of MDM and distribution of Red gram and oil through Civil supplies Department to CCHs is being planned.
Regular monitoring by the State officials through video conferences basing on fortnightly visit reports of the DEOs and regular visits of the state level officers.
Website for affective Online Monitoring of MDM is launched. Online entry of MDM data is under process. District level training programmes are conducted for online entry of data during Nov.2015.
For the first time, Bio-metric attendance system is being introduced in 100 School in the district of Krishna & Chittoor during Jan, 2016 on pilot basis to arrive at the accurate MDM attendance. It is proposed to implement in all schools in the state. Recording Bio-metric attendance for MDM.
The Mobile No. of all HMs is collected and connected to web portal. The HMs were instructed to send daily attendance/intake of MDMs through SMS.
To have accurate enrolment data the Aadhar Seeded Child info data, UDISE data & Mid-Day Meal data is being integrated.
Payment of all components directly from State to the Agencies is being planned and necessary software is being developed with help of AP online.
The Hon’ble Chief Minister to support School Education Department in toilet Maintenance and watch and ward of schools and raising nurseries in schools with MGNREGS funding. The Schools with adequate land, water facility and compound wall / Bio-fencing are identified for raising nurseries in coordination with DRDA, DWMA, Education Department, Panchayat Raj Department and Forest Department.
